With the start of the sale of liquids with nicotine and the arrival of the American giant of the vape in Zug, vaping has made a name for itself in Switzerland this year. But it is the sale to minors that has been at the center of the debate around the electronic cigarette.
With the ban on buying nicotine liquid in Switzerland, the electronic cigarette was quite discreet. The situation suddenly changed at the end of April with the decision of the Federal Administrative Court which authorized with immediate effect the import and sale of nicotine flasks for electronic cigarettes, in accordance with the rules of Cassis de Dijon.
The sale of electronic cigarettes was thus found without rules, especially on sale to minors, pending the new law on tobacco. In order to fill gaps in the protection of youth, the Federal Office for Food Safety (FSVO) has invited representatives of industry professionals to a roundtable to look for solutions.
In two months this summer, it has been possible to set up self-regulation of the electronic cigarette sector. " The FSVO is very happy with the result, but it is mostly due to the involvement of the companies concerned" , highlighted Stefan Kunfermann, spokesperson for the FSVO. On a voluntary basis, some sellers have agreed not to sell these products to minors through a code of conduct.
The issue of selling to minors quickly resurfaced with the announcement of the arrival of Juul in Switzerland at the end of the year. The number one electronic cigarette in the United States is under criticism because many teenagers have adopted its product across the Atlantic. The company has since changed its marketing strategy and removed some flavors, the most popular among young people, from its offer.
THE FRACASSANTE ARRIVAL OF JUUL AND RISK REDUCTION
In order to stop the controversy that followed it to Switzerland, the firm has positioned itself way out of smoking To the 1,78 millions of adult smokers in Switzerland. She signed the code of conduct regarding the minimum age of e-cigarettes for young people and restrictions on advertising.
Juul has largely conquered the American market thanks to a product containing a high level of nicotine that has succeeded in seducing many smokers who have given up smoking. Its success in Europe, however, is not assured. For the EU and therefore for Switzerland, the maximum nicotine limit is set at 20 mg per milliliter of liquid, while in the United States, Juul's products contain up to 59 mg nicotine per milliliter.
This controversy over sales to minors has relegated the potential for reducing the risks of e-cigarettes to the background. Since nicotine is highly addictive, nonsmokers are strongly advised against using electronic cigarettes. But it can be an alternative for smokers, since according to specialists it is 95% less dangerous than the combustion cigarette.
It is a way to consume nicotine without most of the toxic products contained in the combustion cigarettes. The long-term health consequences are not yet known.
Nearly two-thirds of smokers (61%) want to quit. Completely giving up nicotine is, for some, too difficult a step, this is why the addiction center Suchthilfe Ost in Olten (SO) has recently proposed a new program integrating vaping.
With 25% of the population of more than 15 who smoke, Switzerland is one of the worst students in the fight against tobacco. Every year, 9500 people die prematurely as a result of smoking (ie 15% of deaths in Switzerland). A new tobacco bill, which could come into force in 2022, is under discussion.
