CANADA: Half of educational institutions within 1000 meters of vape shops.

In Canada, a study looked at the number of shops specialized in vape products near Quebec schools: it was noted that nearly half of the CEGEPs (unique public higher education institutions) have at least one such shop within a radius of 1000 meters.


GEOGRAPHIC PROXIMITY "UNDER ESTIMATED" AND "UNCONSCIOUS"?


A study looked at the number of shops specialized in vaping products near Quebec schools: it was notably noted that nearly half of the CEGEPs have at least one such shop within a radius of 1000 meters. As for secondary schools, about 16 percent are within 750 meters from where such a specialty store has established itself and sometimes more than one.

This "geographical proximity" between schools and vaping products is even underestimated, warns theNational Institute of Public Health of Quebec (INSPQ) who did this recently published analysis. Because it does not take into account the fact that e-cigarettes and refills are also sold in convenience stores, tobaccos and petrol stations, which are numerous and are frequented by less than 18 years.

The INSPQ noted that in the 2018 winter, 299 stores sold exclusively vaping products in Quebec. They were more in the Montreal (46), Montérégie (46), Laurentian (32) and Québec (32) regions. Both college and secondary schools in urban areas are significantly more likely to have higher availability of outlets nearby.

The law prohibits the sale of such vaping products to minors. Many of them contain nicotine, at various concentrations. Despite this, a significant proportion of high school students in Quebec have already experimented with e-cigarettes: in 2016-2017, 29 percent reported having used it in their lifetime and 11 percent said they had recent use, ie during the last 30 days.

The Institute felt it was important to make this census because studies, including several American ones, suggested that there was a link between product accessibility and vaping. He believes that this possible link should be studied more closely in order to measure its real impact.

«Experimentation with electronic cigarettes is widespread among high school students and young adults in Quebec. Some studies suggest that geographic accessibility to the point of sale of vaping products, that is, the presence and location of these businesses near places frequented by youth, would be a factor associated with the use of these products, like those of tobacco", Is it written in the recent analysis.

The INSPQ is of the opinion that the establishment of a Quebec government directory of points of sale would facilitate the study of the geographic accessibility of young people to these businesses. One way to do that would be to require the possession of permits or licenses to sell tobacco and vaping products by merchants in Quebec, he notes.

Such permits are required in certain locations in the United States. In Florida, it is necessary for shops specializing in the sale of vaping products to have a permit, the same as for selling tobacco products. In other places, such as in New York City, a specific sales permit for vaping products is required, he argues.

The Quebec government has already legislated to establish minimum distances between schools and certain businesses. This was particularly the case for cannabis, while it restricted the locations where the Quebec Cannabis Company (SQDC) stores could be located.
