From 2022, the tax advantage of tobacco in Corsica may well go up in smoke! The government intends to revisit a decree dating from Napoleon Bonaparte, which lowered 25% the price of tobacco products on the island of Beauty.
With prices often approaching six euros a pack of cigarettes, many people take advantage of their passage on the Isle of Beauty to stock up on tobacco products, which are on average 25% cheaper than those of the continent. An exceptional regime that dates from decree of Napoleon Bonaparte, recorded the 24 April 1811.
But with the finance bill 2020, passed in late October by the deputies, it is almost 200 years of tax benefit that are preparing to go up in smoke, in several stages. First, from 2022, the pack of cigarettes sold on the island must be at least 80% of that sold in France. The price will then increase by 5% each year until reaching 95% in 2025.
Corsican tobacconists, unfavorable to this tariff alignment, have benefited from a small favor of 5% difference, while the sector is doing less and less well. In particular, the decline in the number of daily smokers since 2010, the development of electronic cigarettes or the overrepresentation of lung cancer on the island. The number of deaths related to lung cancer is indeed higher than 25,7% compared to the continent, according to the regional health agency (ARS).
«This is a catastrophic measure! I am convinced that one third of the tobaccos will disappear on the island. Under the pretext of wanting to please Europe, we are attacking the portfolios of the Corsican middle class. With this ninth increase in the taxation of tobacco products since the beginning of the five-year period, the State intends to continue next year to replenish its coffers, particularly those of the Health Insurance and Family Allowance Funds.
