OFFICIALIZING THE E-CIGARETTE AS A TOBACCO WEANING TOOL!
Le Social and Environmental Economic Council (CESE) considered this issue on Wednesday as part of the presentation of an opinion on tobacco and alcohol addictions. The rapporteurs, the mutualist Etienne Caniard and the pharmacist Marie-Josée Auge-Caumon, have an opinion on the subject: for them, vaping is a good way to stop smoking.

They advocate « position the electronic cigarette with or without nicotine among other smoking cessation devices »gums, patches or medications, to advertise them and to train health professionals to accompany dropouts and vapers. According to the Academy of Medicine, they recall, the toxicity of the electronic cigarette is reduced because it does not contain certain carcinogens, carbon monoxide and volatile aldehydes « that increase the desired effects of nicotine ».
EXCESSIVE CAUTION OF PUBLIC AUTHORITIES
The rapporteurs regret « the very restrictive framework which is the subject of the electronic cigarette which represents a probably excessive prudence of the public authorities ». They charge the very high tax level and the restrictive regulation of advertising, « identical in their effects to those of tobacco ».

On the other hand, they do not go so far as to formulate a recommendation for reimbursement of the electronic cigarette as an instrument of smoking cessation, whereas, moreover, they consider that the current nicotine substitutes should be fully taken care of.
This change of status of the e-cigarette should not be a blank check for the tobacco industry, however tempers the rapporteurs. On the one hand, it is right to ban sales to minors and vaping in certain public spaces. On the other hand, in this prevention approach, the industry must be kept at a distance, and in particular « confuse » by promoting its heated smoking products that have nothing to do with the electronic cigarette.
Etienne Caniard et Marie-Josée Augé-Caumon, on behalf of the Social Affairs and Health Section, chaired by Aminata Koné, presented at the plenary of 9 January the draft opinion " Tobacco and alcohol addictions".
