TOWARDS AN "IMMEDIATE PROMULGATION" OF A LAW TO "GENERATE REVENUES"
Unsurprisingly, in the Philippines, the President Rodrigo Duterte has urgently certified the bill that will increase the excise tax on alcoholic beverages, electronic cigarettes and heated tobacco products.
In a letter addressed to the Speaker of the Senate November 12, President Duterte emphasized need for immediate promulgation Of Senate Bill 1074 which, in his opinion, " respond to the urgent need to generate additional revenues to support the effective implementation of the Universal Health Care Act and further protect the rights and health of the population ".
Senator Pia Cayetano, chair of the Senate committee submitted a report on the proposed increase in excise rates for alcohol, electronic cigarettes and heated tobacco products to the 25 last September. The committee had adopted the tax adjustments presented by the Ministry of Finance, which had also been approved by the House of Representatives.
Under-Secretary of Finance Karl Kendrick Chua said earlier that the tax measure "is part of a larger program to invest in the Filipino people».
He added that the bill would generate 47,9 billion additional pesos in the first year of application and about 356,9 billion pesos over the next five years, which would help finance the implementation of the Law on universal health care.
« The rate provided in Senate Law No. 1074 will significantly deter consumption, which is the ultimate goal of the health measure" , he added.
