Never has an object in Lebanon been so much fought and by so many actors at once: the Régie des tabacs and tombacs for obvious reasons of conflict of interest; the pharmaceutical sector which wants to continue to sell its nicotine substitutes that hardly ever work or very little (patches, chewing gums, nicotine inhalers, etc.); and lastly, the government insofar as it exercises, through the Régie, a monopoly over the manufacture, distribution and sale of tobacco.
